Palm Beach County, FL – A 73-year-old woman has been arrested and charged for what is being called “severe neglect” of several horses; one horse did not survive. According to sources, Pamela Howell Beres is facing seven felony animal cruelty charges for the condition of the horses found on her Northwest Palm Beach property.
The investigation began in March 2024 when Palm Beach County Animal Care and Control made a report to the Palm Beach County Sheriff’s Office about the condition of horses on property located in the 10000 block of 89th Street North.
On February 23, 2024, a veterinarian had examined a gravely ill horse on the property. The horse was unable to get up from the ground in its stall. The ailing horse was covered in urine and feces, had pale gums, a distended abdomen, labored breathing, and overgrown/cracked hooves. The veterinarian informed Beres that the horse should be euthanized, but she refused and proceeded to yell,“This horse is living, and it will live because I say it will.” She then sat down next to the horse and started “lovingly caressing the horse’s head” and proceeded to “open the horse’s eyes and lick them with her tongue and mouth” and “licked away the mucus and spit it out in the stall,” reports WPTV News.
A sheriff’s deputy visited the property on March 1 and found multiple horses who were severely emaciated; none of the horses had access to fresh water or grain. The horses were seized and taken to Palm Beach County Animal Care and Control where a veterinarian confirmed that they were “severely malnourished.” The seized horses began gaining weight and their health improved after they were removed from the property and started receiving good care. The horse who was seen by the veterinarian in February 2024 had passed away by the time sheriff’s deputies went to the property in March.
Beres was not arrested until May 6, 2025; she was booked into the Palm Beach County Jail.
