Waupun, Wisconsin – In late June, the Chairman of the Chester Town Board in rural Waupun was arrested for felony animal cruelty after hanging a dog that a woman had just rescued. The man, Richard Van Buren, killed the stray golden retriever that Shelby Krohn had just managed to coax into her car after finding the pup dehydrated and overheated on Highway 49 along the Horicon Marsh.
As reported by TMJ4 News, Krohn took the dog to the humane society who advised her to take the dog to Van Buren’s farm for care; Van Buren is said to be the area’s animal control officer.
But things went terribly awry. Krohn said Van Buren made a “noose” out of a leash and pulled the dog through the car window, hanging the dog to death.
Van Buren was not initially charged, but on June 19th, the Dodge County Sheriff’s Office issued a release stating that charges were filed, and he was behind bars:
This afternoon, Dodge County Sheriff Dale Schmidt arrested Richard Van Buren on a charge of Mistreating Animals after an incident occurred in the town of Chester which resulted in the death of a Golden Retriever. Following the arrest, Richard Van Buren was booked into the Dodge County Jail, where he will await his initial appearance in Dodge County Circuit Court. Richard Van Buren is the Chairman of the Chester Town Board in rural Waupun. The sheriff’s office will release no further information today as information will be made available through court documents at the appropriate time and the case does remain under investigation. As always, all persons are innocent until proven guilty in a court of law.
It is unclear if the dog’s rightful owner was ever identified.
