Mason County, West Virginia – The discovery of a dog, suffering in frigid temperatures and chained to a tree, unable to escape, led to charges against a West Virginia woman. According to sources, police arrested Katrina Winona O’Connell, 42, after a dog was found suffering outside a Hannan Trace Road home when the temperature was near zero degrees.

A responding trooper found the dog tangled in a chain outside, with no access to food, water, or shelter. After obtaining a search warrant, the authorities entered the home and found two caged dogs, multiple cats, and a dog chained to a couch – none of the animals had food or water available.
Neighbors told the authorities that O’Connell had not been seen at the residence for days.
Western Regional Jail on a $5,000 surety/cash bond; she is charged with four counts of animal cruelty. The dog tethered outside was taken to an area animal shelter. Animal control was called to assist with the pets inside the residence; it is unclear where they are at this time.
