Houston, Texas – On Monday, the Harris County Precinct 1 Constable’s Office announced the rescue of three dogs who were suffering outside in the cold. According to a social media post from the Office of Constable Alan Rosen, two dogs were chained by the neck in the cold on a lot in the 10000 block of Safeguard, and another was kept in an open horse trailer.
Though the agency was able to save three dogs, they found one emaciated dog, also chained by the neck, who had not survived. Harris County Constable Precinct One Alan Rosen announced, “With animal ownership comes animal responsibility,” adding, “This did not need to happen.”
The dogs were rescued Sunday, are now in the custody of the Houston Society for the Prevention of Cruelty to Animals. The animal cruelty investigation is ongoing. The deceased dog will undergo a necropsy to determine if exposure to the elements contributed to its death.
The Constable’s office said, “Investigators will present evidence to prosecutors to determine if criminal charges are warranted. The Safe Outdoor Dogs Act prohibits the use of heavy chain restraints and requires dogs have access to drinking water and protection from extreme temperatures. Also, a tether must be at least 10 feet long or five times the length of a dog. If you spot animal cruelty, call the Houston SPCA at 713-869-7722.”

There should be no question as to whether or not criminal charges are warranted! No matter which way you look at this; this is cruelty and should be punished. This is why people continue committing all these crimes against innocent and defenseless animals. They know there will be no repercussions and they will not be punished like they should be.
