Harris County, TX – A Texas man has been arrested after Harris County Constables determined that he was responsible for abandoning three dogs in a kennel. In an October 29 release, Mark Herman, Harris County Constable Precinct 4, stated:
🚨JUSTICE FOR OUR FURRY FRIENDS — CONSTABLES ARREST SUSPECT WHO ABANDONED THREE DOGS!!🚨
On October 27, 2025, Deputies with Constable Mark Herman’s Office were dispatched to the 3225 block of Hirschfield Road in reference to an animal welfare concern.
Saniel Bermudez-San Jorge was arrested for abandoning the trio inside a kennel near the entrance gate of the property. The suspect was arrested after the Harris County District Attorney’s Office reviewed the incident and accepted charges for Animal Abandonment.

Constable Mark Herman said:
“Saniel Bermudez-San Jorge was arrested and booked into the Harris County Jail for Animal Abandonment. His bond and court information have not been set at this time.”
Adding, “Constable Herman’s Office remains committed to the safety and humane treatment of all animals in Precinct 4. Animal cruelty will never be tolerated.”
