I would worry that the dog was Not his Dog, what if he just kidnapped a Stray, or worse stole dog from original owner along with robbing and assaulted the owner??
Whether his dog or not, he must be found and receive full-blown justice. It’s no less horrible if the dog knows him and has been steadily abused. All such disgusting monsters of the “human” race should be obliterated.
