Laredo, Texas – On Wednesday, the Laredo Police Department (LPD) announced the arrest of 60-year-old Maria Teresa Garcia in connection with an animal cruelty investigation that began on August 21, 2026. The case involves a dog who had reportedly been restrained with a rag covering its head and was bound with restraints near the intersection of Pine Street and South Bartlett Avenue.
Before officers arrived, two good Samaritans helped free the dog, who subsequently ran away. An LPD investigation was then initiated to identify the owner of the dog.
The agency said the investigation was aided by Flock Safety Camera technology, writing:
During the investigation, Flock Safety camera technology played a significant role in helping investigators identify a suspect vehicle. That identification provided valuable investigative leads that ultimately led investigators to identify the suspect. As a result of the investigation, Maria Teresa Garcia, 60, was arrested on August 26, 2026, shortly before noon and served with an arrest warrant for Animal Cruelty, a Class A Misdemeanor.
The dog at the heart of the investigation has not been located.
