Everett, Washington – This week, the Everett Police Department announced the arrest of a suspect in an animal cruelty case involving a dog who was abandoned in a suitcase that was tossed into a dumpster. In a December 15 news release, the authorities said:
Major Crimes detectives identified a suspect by using obtained photos and videos, as well as statements and tips from numerous individuals. As a result of their investigation, detectives developed probable cause to charge the suspect with EMC 16.52.207.1 Animal Cruelty in the 2nd Degree.
After probable cause was established, the suspect was taken into custody by Everett Police patrol officers the night of December 14, 2025.
The neglected dog, dubbed Binny, was rescued from a dumpster by officers in November. The dumped dog showed signs of neglect and had a rope tied tightly around her neck. After being saved from the dumpster, Binny was taken to the Everett Animal Shelter for care; she has since recovered and been adopted.
The suspect was booked into the Snohomish County Jail. According to David Rose, with Fox 13 News, the suspect is Jason Skyta. On Wednesday, Skyta pleaded not guilty on Wednesday. Rose reported, “The prosecutor asked Judge Amy Kaestner to set Skyta’s bail at $10,000 citing two prior convictions for assault, a conviction for felony harassment with a deadly weapon and an active felony warrant in Skagit County.
Judge Kaestner acknowledged the concerning nature of the facts of the case but ruled that it is not considered a violent crime. Animal Cruelty 2nd degree is a misdemeanor so his bail would remain at $100.
She ordered him to have no animals.”
Anyone with information about this incident is asked to call the Everett Police Department TIP LINE at (425) 257-8450 or Crime Stoppers of Puget Sound at 1-800-222-TIPS.

Repeated Offender!! Authorities themselves become COMPLICIT ANIMAL ABUSERS by the insulting slap on the wrist and basicallyturning a blind eye!!! Perhaps they need to be strangled by the same rope, put in an inescapable suitcase, dumped in a dumpster to be crushed by the garbage compacter….would that then become a violent offense?? He has repeatedly be cause committing violent offenses but you know he has committed many more where he was NOT caught….this just reinforces that he can get away with murder each time including with this poor pup near death experience!! These HITLERS most often continue their reign of terror with 5 legged then with 2 legged victims!! Will his next victims be you or yours?? Authorities are giving him another free pass to kill again……when will we ever learn…..
Diana you have nailed it. A slap on the wrist to the Human Filth, so they can go out and do it again and again and again. WHEN ARE AUTHORITIES GOING TO GET REAL AND TREAT ANIMALS WITH THE SAME IMPORTANCE AND COMPASSION AS IF THEY WERE CHILDREN?????
