MONCKS CORNER, S.C. – A 77-year-old Goose Creek man is facing multiple animal cruelty charges after dozens of dogs were found living in squalor at his Moncks Corner property. According to the Berkely County Sheriff’s Office, Loney Leroy Garrett is being charged with 35 counts of Ill Treatment of Animals, 35 counts of No Rabies Inoculations and four counts of Improper Burial as a result of the condition of the dogs discovered at a residence on Garretts Court.

In a release, the agency described the squalid conditions the dogs were found in:
Deputies discovered 35 dogs being kept in deplorable and unsanitary conditions. The animals were found confined in feces-filled crates with urine-soaked wooden boards. The Berkeley County Animal Cruelty Investigator noted that the dogs had no access to clean drinking water or adequate food. The dogs’ water buckets were filled with dirty, feces-contaminated liquid.
Deputies also found bones and skulls from animals who did not survive. Garrett was charged for not only keeping the dogs in terrible conditions, but also for transporting dogs across state lines without proper health certifications or rabies vaccinations.
The dogs rescued from Garrett’s property were taken to the Charleston Animal Society’s Moncks Corner campus for care.
As reported by WCSC News, Garrett was arrested for animal cruelty in 2013 after 200 dead dogs were found buried on the same property. For that incident, Garrett pleaded guilty to 10 counts of animal cruelty and spent just two years in prison.

I wish we had the death sentence for these sick monsters. I truly don’t understand why we waste our taxpayer funding on giving these sick sadists humanity when they will NEVER change or show humanity themselves.
This will just happen again when he is released, out on a pathetic bail and then maybe after a very short time in prison because it’s 35 vs 200.

When there is a known convicted animal abuser it is the responsibility of animal control to monitor the property and abuser after he was released from prison. Authorities dropped the ball themselves! And those poor dogs suffered horrible conditions and deaths because of lack of duty. But now that same animal abuser has the opportunity to spend the rest of his miserable life back in prison. And try not to drop the ball again!!!
This piece of garbage needs put away for life or better yet, make him face the same conditions as those innocent dogs and face a slow death.
