McKracken County, KY – A Kentucky woman is facing charges following the discovery of a severely neglected mother dog, and dead and starving puppies. According to a release from the McKracken County Sheriff’s Office, a tip led to the discovery of the suffering dogs.
The release states:
When the MCSO’s Animal Abuse Investigator arrived at the North 13th Street residence, she observed three deceased puppies and three more two-day-old puppies that were extremely sick. The mother of the puppies, as well as the surviving puppies, were immediately taken to a local veterinarian’s office for emergency care. Two of the puppies ended up dying within 24 hours.
The mother dog was tethered to a structure that kept her from caring for her puppies; she was so malnourished that experts believe she weighs half of what a healthy dog should weigh.
Lulu Brown, 60, is charged with six counts of Torture of a Dog/Cat with Serious Physical Injury or Death, two counts of Cruelty to Animals 2nd Degree, one count of Confinement and Control of Female Dog When in Heat, and two counts of Chaining & Tethering of Dog.

I AGREE with you WHOLE HEARTEDLY!!!! I have tried to email the house and senate only to get letters this is for the governor!! Well I will wait on that one until Nov. to find out if we have a Republican Gov. because I know the one we have, although he has a dog, will never pay attention to whatever I say!! I have blasted him for over 3 yrs.!! But I will keep on writing to the House and Senate, never to be deterred!! I WANT THEM TO PAY ATTENTION to the laws we have for dogs and how they are over run with IDIOTS that simply don’t care about them and would rather tie them than to look after them!!!!!!!!!!!!!!!!!!!! EVERYONE no matter the state you live in WRITE TO THE GOVERNOR, HOUSE, and SENATE ABOUT THE WAY DOGS ARE TREATED AND HOW THEY WOULD like to see that dogs are treated WITH RESPECT!!! Sounds like lulu has severe mental illness and in need of psychiatric evaluation and treatment at a state mental hospital. Or lulu is criminally insane and needs to be locked up to protect other living beings from suffering in her demonic “care.”
