Washington D.C. – A new federal bill introduced in Congress Tuesday aims to shut down the pipeline that sends purpose-bred dogs into research laboratories and give dogs already inside those facilities a chance at a very different future.
The Prohibiting Unethical Procedures on Pets in Science (PUPPS) Act, introduced by Rep. Nancy Mace, would make it a federal violation to breed, sell, transfer, or knowingly acquire a dog bred for research purposes.
But the bill goes further. If enacted, individuals or facilities possessing dogs bred for research would be prohibited from euthanizing those animals and would instead be required to offer them for adoption to individuals or animal rescue organizations.
This bill was just introduced today, so it has not passed either chamber, has not been signed into law, and there hasn’t been a committee vote or floor vote yet. The next thing to watch is its formal congressional bill record and committee referral.
