El Paso, TX – A Texas man has been arrested for animal cruelty, on a third-degree felony charge, after a dog was found with a chain collar embedded in the neck. According to a news release from the El Paso Police Department, 27-year-old Devan Gallegos was booked into the El Paso Detention Facility on a $10,000 bond for the cruel incident which was discovered in July on the 1200 block of Airway Boulevard.
The investigation revealed that Gallegos kept the dog tethered with the chain collar that progressively cut into the dog’s neck. The dog was removed from the tether and the embedded collar was taken off. After being treated, the dog was released to the Humane Society of El Paso.
