San Diego County, CA – A California animal services agency is seeking answer after an injured puppy was found with a severely embedded collar. According to the San Diego County Animal Services agency, a chain collar was so embedded in the 10-month-old puppy’s neck that he had to have it surgically removed.
In an October 17 social media post, the organization said:

The amicable shepherd mix pup will be made available for adoption after he has healed. In the meantime, the animal control agency is hopeful that someone will come forward with information leading to whoever hurt him.
They write:
Help us get justice for this puppy. If you know who may be responsible or recognize him, call 619-236-2341 — tips can be anonymous.
