El Paso, TX – A Texas couple was arrested and charged after over two dozen neglected and “distressed” dogs were found in their El Paso home. According to sources, Shannon Marie Hayes Inks, 39, and Wayne John Douglas Hayes, 44, were arrested on September 5; they are each charged with two counts of cruelty to non-livestock animals.
Police began investigating after residents near property on the 10400 block of Dunlap reported concerning conditions for the animals living there. When the authorities first visited the property, they found unsanitary conditions warranting a court order to investigate further.
Animal Services visited the property again and the conditions had deteriorated; multiple dogs were found stowed in filthy, small cages, reports KFOX News. At that time, a total of 25 dogs who were living in squalor were removed. One of the dogs was in such dire condition that it died while receiving emergency veterinary care.
The pair were booked into the El Paso County Detention Facility.
